Abandon buildings inThailand

During the 1997 Asian Financial crises money for new construction became scarce. This lack of money to fund construction projects left many projects at a standstill. Eventually the economy got better and little by little most of these projects got finished. Here are some photos I got from 2002 until about 2008, most of these buildings seen here have since been completed.

I wonder why they call them buildings when they are all ready built, wouldn't it be better to call them builts
